About the Project
The Presidio is where San Francisco began. The land at the Golden Gate is a cultural crossroads, shaped and influenced by people across many eras.
The land was home to native people for thousands of years. In 1776, Spain established a frontier military fort to claim the strategic bay. The Presidio later served as a Mexican garrison until 1846, when it became a U.S. Army post.
Over the past two decades the Presidio has experienced yet another transformation, becoming a new kind of national park in the heart of a bustling urban area. Since 1994, major improvements have made the park a welcoming place where millions of people experience history, recreation, learning, and the great outdoors.
The biggest improvement is yet to come – the Presidio Tunnel Tops Project.
What is the Opportunity?
A portion of the elevated highway that cut through the Presidio for seven decades on its path to the Golden Gate Bridge has been replaced with an at-grade roadway hidden from public view by discrete tunnels.
This creates a singular opportunity to establish a magnificent 14-acre landscape that integrates the San Francisco Bay waterfront with the Presidio’s historic core. Once completed, park visitors will enjoy an unparalleled experience of the Golden Gate.
Open to all, the Presidio Tunnel Tops will welcome visitors with spectacular views, food and amenities, free public events, pathways and vista points, and gathering spaces where people can create their own experiences. The site will include places for kids and adults to learn about nature and history, and will become a welcoming jumping off point for adventures in the Presidio and beyond.
The Presidio Tunnel Tops project includes three sites:
- A dramatic new landscape to be built above the freeway
- A new youth campus and learning landscape where kids can connect with nature and the outdoors
- A new plaza where visitors can begin their park experience, including a new Presidio Visitor Center

In 2014, the Presidio Tunnel Tops Project was kicked off with the “imagine” phase, a community conversation that brought to light the public’s ideas and dreams for the site.
